Caraguatatuba decreta intervenção e assume transporte público

A Prefeitura de Caraguatatuba publicou um decreto nessa quarta-feira (7) em que decreta intervenção e assume o serviço do transporte público. Segundo o município, a medida acontece em função de decadência do serviço, que já teria sido alvo de multas, descumprimento de contrato e dos protocolos sanitários durante a pandemia gerada pela Covid-19

De acordo com a administração, pelos próximos 180 dias a prestação do serviço será realizada diretamente pela prefeitura, que foi até a garagem da atual responsável, lacrou as catracas para avaliar possíveis fraudes em número de passageiros transportados e assumiu o controle da concessionária. Neste período, uma nova licitação deve ser realizada para contratação de outra empresa. 

PROBLEMAS.

Segundo a prefeitura, de 2017 a 2021, foram 381 autuações aplicadas para a concessionária. De novembro de 2020 e abril de 2021, a empresa também teria sido oficiada 70 vezes por descumprimento do número de frotas determinado para trafegar na cidade.

Durante a pandemia, o município relatou que a frota chegou a ser reduzida com a baixa circulação de pessoas, mas, com a retomada de atividades, a empresa alegou que não teria como retornar com a frota integral em função de deficiência financeira. 

“Não bastando a crise sanitária do coronavírus, a Praiamar deixou de pagar o salário dos motoristas fazendo que fosse deflagrada greve no mês de junho de 2020, que se encerrou somente após a Prefeitura antecipar a compra de vale transporte estudantil no valor de R$100.000,00 a fim de contribuir para o pagamento daquelas remunerações”, informou a prefeitura. “Mesmo com todo esforço da administração municipal para que o contrato fosse cumprido de forma amigavelmente, a Praiamar deixou de cumprir todas as determinações da Secretaria de Mobilidade Urbana e Proteção ao Cidadão”, continuou.

O município obteve na Justiça uma liminar para que a empresa retomasse aos moldes normais pré-pandemia. Em setembro, o Procon também multou a concessionária por obrigar passageiros idosos a abaixarem a máscara para reconhecimento facial na roleta. O MP também ingressou com uma ação contra a concessionária por danos morais coletivos e práticas abusivas.
